Cardinal Richelieu, or Armand-Jean du Plessis, was a very well recognized man. There has been lots of scholarship on his role as a statesman and he has been credited with strengthening France's absolute monarchy (and indeed, making France a leading state in the 17th century). He contended that though he was Machiavellian in his machinations, he was always transparent and accountable to the King; he and Louis never had a warm relationship but their relationship was profitable because both reognized the other's political importance. Richelieu was also a devout churchman, and he can be credited as a "reformer bishop"- in essence, he tried to reform Huguenots (protestants) into Catholics. He was in charge of the diocese of Luçon, which placed 540,000 souls under his care. He took this responsibility seriously and tried to align his faith and his statesmanship along the same lines.
He, like Louis XIII, was also mentally unwell and suffered from insomnia and migraines. His tastes were austere and he loved gardens and cats.
